Not so for veteran FBI agent Frank Parr (MICHAEL IRONSIDE "Starship Troopers," "Top Gun," "Free Willy," "Total Recall"). His wife has left him, his partner of twenty years has taken an early retirement and his father has recently died. Things seem to get worse when his boss, Chicago's FBI Director (ANTHONY LO BIANCO "The Juror," "Nixon," TV's "The X Files," "Law & Order"), teams Frank up with rookie agent Molly Sinclair (KAVENA CHARLOT "Don't Tell Mom The Baby-Sitter's Dead") to investigate a series of violent armed robberies committed by paramilitary militiamen. Meanwhile, a Vietnamese immigrant, Huang (DAVID CHUNG "Out of Bounds,"Ballad of Little Joe"), arrives in Chicago to visit his sister. His mission – to avenge the death of his baby daughter who had been killed by an old American land mine. Frank and Molly violently cross paths with Huang, who has been in the US for only a few hours and has already killed many of the paramilitary militiamen and stolen their arsenal of weapons. Unsure of how this Asian killer is, Frank and Molly finally get a tip when Huang's sister contacts them. The FBI descends upon her home led by forensics expert Eddie Rodgers (ANTHONY MICHAEL HALL "Sixteen Candles," "The Breakfast Club," "Edward Scissorhands"). They soon discover Huang's technical plans for a nuclear weapon. Huang's sister further informs them that Huang was educated in China's nuclear program and that he has vowed revenge against the arrogant USA. In an abandoned tunnel, Huang surgically extracts plutonium pellets that were encased in lead in his stomach. The exposure to this radiation is making him progressively sicker. The FBI agents, following leads, enter the booby-trapped tunnel and discover traces of Huang's plutonium. Their worst suspicions are confirmed - a terrorist with nuclear bomb-making capability is loose in Chicago. Dying and desperate for help to accomplish his insane goal, Huang is intercepted when he attempts to contact his sister. A gun-blazing car chase through the streets of Chicago ensues, ending in a fiery crash from which Huang miraculously escapes. The countdown begins: Can they stop this mysterious man from detonating a nuclear bomb in Chicago or will the radiation kill him first? Spy satellites and all the resources of the FBI are called into play, but the elusive Huang is still on the loose with his weapon of genocide. The satellites finally identify Huang's coordinates to Frank and Molly. They spot him entering a high rise and chase him to the roof. In a climactic finish, Frank and Huang battle on the roof for the activated nuclear bomb and the survival of Chicago.
