FBI Agent John Steel, played by Jay Irwin (Powderburn, Major League 3) is about to be transferred out of the department, when his friend,and fellow Agent FENTON is brutally murdered by a Chinese gang. All ready on the outs with the department and looking to find his friend’s killer, Steel heads straight into the heart of a contraband empire, ruled by Li Chung.

There, he finds beautiful, exotic, SUMAY played by Ai Wan (On Deadly Ground, Miss China International), trying to distance herself from Li Chung whom she owes for the favor of bringing her and her brother Kwan to America. But in America, they are forced into a life of degradation and crime by the ever present threat: that if they don't remain absolutely loyal to Li Chung, their remaining family in China will be killed.

When Sumay meets up with renegade Steel. she sees him as her escape and salvation, while he is captivated by her exotic beauty. At first. Steel tries to keep it strictly by the book, but soon finds himself unable to resist the temptation. Sumay and Steel team together to rescue her brother. Kwan, before he is killed by Li Chung. Steel soon learns that Fenton's death and Li Chung's pharmaceutical drug dealings are related, and they point back to corruption within the FBI itself. Steel has more than a strong feeling that rival agent Logan is "on the take".

Meanwhile. Li Chung tells Sumay's brother Kwan that if he kills Steel, he will be free.

Steel and Sumay plot to prove that FBI agent Logan and Li Chung are in business together by pursuing them right to the warehouse where the shipments are hidden and the deals go down.

The Hunters and The Hunted! ... It's a circle of deception, power-plays, intrigue, and gripping action until the final showdown where Steel must go against his corrupt department and Li Chung's merciless killers in a desparate fight for his and Sumay’s life.
