When we first meet Jenny (Hilary Gates), she is a rising singing sensation performing in Las Vegas. The lyrics to the song that she is singing tell a story of desperate times and desperate people. The film begins five years earlier in a bar in a small western desert town. A younger Jenny is unsuccessful in interesting a rowdy audience in her music. Meanwhile, her boyfriend, Garrett (Stephen Snedden), has returned to visit the grave site of his recently deceased mother. Later, in the company of two friends, Garrett is confronted by a local deputy, Dix (Robert Seals). intent on settling an old grudge. The tension escalates as Dix attempts to plant drugs on Garrett. When one of the friends protests, an enraged Dix begins clubbing the young man into submission. Derrick and his friend attempt to stop the beating. A fight with the deputies ensues, ending in the death of both of Garrett's friends as well as the other deputy, in the ensuing chaos, Garrett frantically flees in his car with Dix in a high speed pursuit.

As Garrett is chased into town, he spots Jenny outside the bar being hassled by the bar owner

(Burt Ward) and in a high speed stop. he accidentally rolls his car. As Garrett regains consciousness, he is

looking down Dix's gun barrel. The deputy is about to execute this "drug dealing cop killer" when Jenny knocks him unconscious with her guitar. They seek refuge with Jenny's alcoholic mother who notifies the police. Eluding the police in a high speed chase, Garrett and Jenny miraculously escape and in desperation decide to hide at the remote desert junk yard where Garrett's deranged father lives.

Meanwhile, the county sheriff, Pete Conrov (Chris Mitchum) assumes the investigation of the three deaths including the alleged murder of one of his own deputies. He becomes suspicious of Deputy Dix’s story and places Dix on administrative suspension pending the outcome of his investigation. Nonetheless, the Sheriff issues an all points bulletin for the arrest of Garrett and Jenny as murder suspects. Dix knows that he cannot allow the two fugitives to be captured alive or the real story will be told.

In the aftermath of another wild car chase, Jennv and Garrett are forced to abandon their stolen car on a remote road and walk out of the desert. After hours in the desert heat, they stumble into a diner. The grouchy owner, Elks (Buck Flower), apprehends the two as they attempt to sneak out without paying for their food. Garrett agrees to chop wood for Elks in exchange for what they owe him. Meanwhile, Jenny is befriended by two "Samaritans" who pay their debt to Elks, feign interest in her singing and suggest that she perform more of her songs for them in their room. Jenny has other plans and convinces Garrett of joining her in stealing the men's truck and continuing their escape. Unfortunately, the two men recognized Garrett's face from a television news story and intend on exacting their own brand of justice. The two men attack Derrick and leave him unconscious while they attempt to rape Jenny. Garrett regains consciousness just as Jenny wrestles a gun from one of her attackers. Elks intervenes and saves the two men's lives but allows Jenny and Garrett to escape with the men's truck just moments before Dix arrives at the diner.

After a beautiful night together on a desert plateau, they finally arrive at the trailer home of Garrett's eccentric father. Unfortunately their time together is brief as the army of police closes in on them. Garrett

says goodbye to the father he never knew. As they are about to make their escape, Dix arrives and chases them along treacherous high desert roads in a gun blazing battle. Realizing there is no escape, Garrett and Jenny decide to stop running. Dix and Garrett confront each other in a bloody battle at the edge of a cliff overlooking the Snake River as the army of police converge.

The story comes full circle as we rejoin Jenny singing the opening song about desperate times when people do desperate things.
